So true, buying whole books of scratch-off lottery tickets does not guarantee a top prize win. In her case stealing books of tickets would not cost her anything if she did not get the top prize, she was wrong. On Youtube Mr. Beast purchased 1 million dollars in scratch-off tickets and did not win a top prize. With scratch-offs, we will never know what store or vending machine a top prize lottery ticket is in.

A Missouri woman stole about 36 books of lottery tickets for an estimated value of $24,000 from her own workplace, even going so far as to cash some of them right at the store she worked.
