			<description><![CDATA[<p>the lawsuit points out that the TLC said previously that it did not have the authority to regulate lottery couriers<br /><br />The lottery obviously has authority to make lots of decisions about how tickets are sold and who can buy them. 			<description><![CDATA[<p>If I&#x27;m not mistaken, all Texas lottery games can be played online via their app. Why would someone even need to use a third-party lottery courier? According to one article, the ticket was purchased in Texas for a New Jersey entity. So that means an out of state player one the grand prize? Doesn&#x27;t seem fair to anyone else living in Texas.</p>]]></description>

So now running stop signs is legal and you can&#x27;t do anything about it.<br /><br />No. That&#x27;s not the way it works. The state can write laws as they see fit.
