Dude what are you going on and on about? Of course UK lottery winners are going to have US federal taxes taken out of their winnings before they even get their winnings. Just like it happens here in the US. The only exemption for the UK winners are state taxes.

No I am actually not conflating.

You missed something else in that IRS bulletin.

It said that tax is on the gross amount which implies that foreigners don't get to deduct losses!

Meaning if they spend 100k and win 50k they have to pay taxes on the 50k even though they lost 50k.

I believe the state of Hawaii does this to their residents too... no deducting losses.

You are conflating two different issues.. The lottery, and the tax on income.

THe Lottery organisers don't pay the tax on winnings. They withhold an amount because the winner is liable for income tax. Then the winner pays any extra they might owe...

Americans get to pay up to 37% because that is the top rate of a set of variable rates...

nonresident aliens get to pay 30% on any winnings over $500 (or is it $600)... That is a flat rate..

You need to take it up with the US tax authorities..

USA has decided that any income in any country is taxable in USA.. Even if it was tax free earnings in that other country...

International double-tax agreements usually just mean that you don't pay tax in the other country , only paying tax in your own country

Yes and I pointed out that it is the system under which the jackpot is generated is what they were benefiting from so they should pay the whole 37% because if it weren't for the system there would be no jackpot.

Everyone has to come up with some sort of loophole as to why they shouldn't have to pay what everyone else does.

Everyone gets a break when nobody gets a break.

When on vacation in the country side and it rains everyday, the person on vacation is not that happy, however, the farmer is saying hurray!! hurray!!

US citizens paying tax on winnings in UK aren't paying UK tax. They are paying USA tax. (Us citizens don't have to pay the UK government anything for the privilege of winning money in the UK lotteries.)

Complain to your congress critters if you aren't happy about that.

Skipped over the mandatory UK 30 payments part, which is my error.... At least it should only leave 1-2 years of fully owed remaining(7%) taxes that can be potentially not paid. Course, payment 29 and 30 will have the biggest tax collection aspect.

We all understand the 30% aspect for Fed taxes, should a winner be from the UK. I wonder what would happen if a future UK winner of a $300 Million Cash Value jackpot paid their 30% but developed a screw you attitude and said I'm keeping the remaining 7%. Did you check to see if a U.S. player gets to pay 0% in the U.S. if they get a winning ticket in the U.K.? The U.K., last I heard, does not tax lottery winnings so if we have a treaty with them then why buy tickets in the U.S.?

The price increase for MM started in April last year. One year later, no billion dollar jackpot or fast growth like they claimed.

I honestly think Powerball will hurt their sales if they go through with this idea. I remember last year, multiple states reported a decline in Powerball ticket sales as well.

You are so correct about Mega Millions. Powerball seems to build up faster vs. that measly $10 million more for MM between drawings.

KY lottery still has a promotion that if you buy $10 MM on one ticket, you get a free $2 Powerball. It ends when MM reaches $300 million.

Asked the clerk yesterday about the Powerball ticket sitting way back there. She said it is $17 with PP/PB for a few draws. Said person probably forget about it. She came home with me for safekeeping

How do you expect the prize pool to grow faster when you're adding 20% more players ??? (Not really- see next item.)

UK players will reject this based on the ticket cost and taxable (US portion) jackpots.

This is just a test market to see if Powerball can sell a $5+ ticket ( 4= $5.44 US). Why in your own back yard when you can do it in someone else's?

In the UK the game is different

1) The ticket will cost 4 pounds or $5.00 at today's exchange rate

2) If you get (2) of the white ball numbers you get 8 pounds or $10.00

3) if you win the jackpot you can't get the cash option only the annuity (You can sell that annuity to an insurance company for NPV (Net Present Value) in a heartbeat. )

4) In the US - lottery sales are $100 billion a year but only $10 billion in the UK.

A prize won in England will not be subject to U.S. taxes unless won by a U.S. citizen. I am not an expert but this is relatively easy to see.

A prize won in the U.S. by a non citizen would be subject to the full 37% regardless of their withholding amount.

That definitely applies to the lesser prizes which are all funded by UK sales. But there is an issue with the jackpot where funds are mingled...

It is likely that it will be paid out tax free.... because UK isn't USA.. But not sure how the US will get its tax.. Even nonresident aliens have to pay 30%.

Maybe the tax free' is why it is only being paid as an annuity.

Likely operate similarly to California ..

Prizes less than the jackpot. Because they are UK, won't be taxed at payout (tax collected at point of sale). No federal tax because effectively UK lottery .

I love this - was looking forward to it.

Change is good - keeps things interesting.

I think it should spread to Australia, Canada and Europe as well.

I like that they will keep the ticket cost at $2 in the US.
