			<description><![CDATA[<p>I am in favor of the partnership myself.  the lottery would start much earlier and make more money..The 4 vendors who are against the partnership are sore losers.  They want absolute control.  I personally feel that they are against the  checks and balances  in the Georgia system.  In other words I feel as if the 4 vendors win, there is room for hanky panky which is not so easy if a sister state is looking over their shoulders.</p>]]></description>
