It is, but only if the debts are recorded in the state where the winner is cashed. Since she had no idea he was in Florida, she would not have registered the debt. Therefore, FL authorities would have no idea he owed back child support in NC.

I thought the lottery system is online with the child support in case you owe back child support, back taxes etc....
