why do we have to have a hope scholarship and a hope grant for students

I hope that others read how lottery money is mismanaged by greedy public officials. I am sure if they had put some of it away, the HOPE scholarship program would not be in jeopardy now. They could have invested some of the overflow into conservative funds and the money would have been there for today.
