If the state budget is in a bad way, then let&#x27;s be honest and talk about taxes. That&#x27;s because of one main reason---There are statistically more  poor  people than  wealthy  people.Also, proportionally, an increase in taxes (especially sales taxes,  sin  taxes, and user fees) takes much more money from  poor  people than  wealthy  people.
