It&#x27;s perfectly legal to sell them, because it really is a phone card. But it&#x27;s illegal to pay cash prizes on a winner. Get this, the cards cost $1, and has 1 min of phone time. So you know it was made just to play an illegal lottery.</p>]]></description>
