i think the lotteries should do a competency check, if the winner is under 21, before handing out the check. that way, they know the money would be going to someone who would spend it wisely. my idea is to do a mental health test to the winner to see if the money would be better off in the hands of the winner's parents or in a trust fund. if i were the parents of a lottery winner, and i knew they would piss it away within a year, i wouldn't let them have it.

A 17-year-old girl has become one of Britains youngest Lotto winners after scooping 1.5 million, it was confirmed Sunday.Lisa Dougan, from Torphichen, West Lothian, hit the jackpot in last Wednesday nights draw.The lucky teenager will pick up her 1,568,212 cheque at Glasgows Hilton Hotel today.A spokeswoman for Camelot said they were contacted yesterday and verified Lisas lucky numbers of 5, 16, 30, 38, 42 and 43.
