It should be illegal to steal unclaimed winnings away from lottery players. It should always be given back either as increased jackpots or promotions.

I'm always surprise when people buy lottery tickets and never bother to check them themselves, but I guess it happens all the time. I was picking up some gas the other day and the lady ahead of me bought 20 instant tickets after paying for her gas, gave the tickets back to the clerk and asked her to check them with the terminal. Another state raiding the lottery cookie jar for unclaimed winnings instead of fixing their cash problems by streamlining the government agencies. So much for rewarding players for loyalty to their own games they create. POLI-TIC-IAN
