			<description><![CDATA[<p>i think the MUSL should require a state to operate at least one in-state game to be allowed in.  ND is only offering multi-state games, and more states are working on starting lotteries simply to operate multi-state games only.  also, a state offering its own in-state game could bring in players from other states.</p>]]></description>

Lottery launch ceremonies will be held at 11 a.m. CST in Grand Forks, Bismarck, Minot, Dickinson and Williston.
