			<description><![CDATA[<p>Respectfully, I disagree. While as a player it may seem great to have paybacks in the 70-80% range, that is not the intended purpose of the state lottery games. The lottery generates money for worthwhile state programs. In the case of Pennsylvania the money goes to benefit senior citizens.For the large jackpot games a mix of 50% for the state programs, and 50% for the players seems to be about right.The lottery, in a way is a voluntary tax. 			<description><![CDATA[<p>It is ABOUT TIME that a state has a game that has a payout that makes it worthwhile to play.  What a great way to use extra money or unclaimed prizes, by jacking up the payback on a game.  I am sick and tired of these games that payback 40%-55%.  I know the higher scratch off games go as high as 70% but how bout a lotto game with that sort of payback. Does anyone know of any</p>]]></description>
