No, the article did not state that but let's face it, folks do not report those winnings and get caught anyway, so it needed to reiterated.No we are not getting something for nothing when we play because we still have to pay to play regardless of win or lose.

I do believe when we play the lottery we are trying to get something for almost nothing,I wouldn't be playing it myself if I thought I would lose more than I would gain.
