			<description><![CDATA[<p>I have to agree with DoctorEW. ND needs its own game. Now, while it may have too small a player pool to support a jackpot style game, there is no reason why ND can&#x27;t run a Pick 3 or Pick 4 numbers style game to guarantee some ND winners.</p>]]></description>

			<description><![CDATA[<p>Why is that?  Eventually, the players are going to get tired of the same games.  What is the lottery to do there?  And what if after a few years ND doesn&#x27;t have a jackpot winner?  How would the lottery explain to people that there are winners, but none of them bought their ticket in North Dakota.
