			<description><![CDATA[<p>No one can seriously argue that your odds are better in some states than others. For example, even if you had five consecutive jackpot winners in Pennsylvania, you have to take into account all the other Pennsylvanians (in their hundreds of thousands if not millions) that played but didn&#x27;t win. And there have been cases of  outsiders  (i.e. non residents) travelling in a state and buying a winning ticket there. It&#x27;s purely random.
