			<description><![CDATA[<p>If you look at a map, it appears that D.C. is carved out of Maryland.  It is situated entirely on the Maryland side of the Potomic river.  I lived in the area for about 5 years, so I am quite familiar with the geography.</p>]]></description>

The district is still trying to get statehood.  This is what I found. Washington, D. C. is the capital of the United States. It is a lottery participating territory.
