i still say that a minimum age for purchasing tickets is necessary. would you really want a 10 or 12 year-old becoming a millionaire when you've been trying your whole life? also, aer you really sure you want to risk having kids with gambling problems at really early ages

you have a few good ideas (especially the 6/66 one). you should try to pitch those ideas to states. the only thing is that annuities have longer periods now. states are moving to 30-year annuities because they can get more money out of the same amount of cash, or less cash required for a certain annuity amount.
