I iwsh Illinois would borrow Iowa's payout on the pick 3! Lotto is very high at 22 million with odds of 10 mil to one, and Little Lotto is at 400k, which one of these am I gonna hit

IL is making money off of letting IA borrow its numbers. don't think it's just a courtesy. IA pays for some of the drawing costs.
