			<description><![CDATA[<p>I think California will be like PA and IN for powerball.  Usually if there is a winner it&#x27;s in those states.  However, you can&#x27;t be like my dad.  He never plays because he thinks it&#x27;s rigged.  He says,  someone from up north will win so why play?   I always explain to him that they sell more tickets but my dad doesn&#x27;t listen.  The way I see it everyone has the same odds of winning no matter where you are.</p>]]></description>
