No, wheels are a way to take a certain pool of numbers, and use them to buy a series of tickets such that if the numbers drawn fall within your pool of numbers, you get at least one matching ticket. Bluskov's book is great, and is the basis for many of Lottery Post's Abbreviated wheels. Yes, they are superior to Howard's, since the object of an abbreviated wheel is to achieve a certain guarantee in the least number of tickets.
