Turns out it is a promotion for the MD lottery, after all. It seems like they're kicking off a cow-uprising themed publicity campaign to promote a cow-themed $1 scratcher and the let yourself play second-chance promotion. Davis is a VP at Eisner Interactive, which has done some viral marketing in the past. All of their offline stuff (people in cow suits handing out fliers, playing DDR in public places, etc.) has been in MD, and the MD Lottery is on Eisner Interactive's client list.But in order for this to add up, something has to be happening to the MD lottery 5/5.
