I think a cash option would be contrary to the purpose of the game. For life should mean, well, for life, not just a one time payment. If you don't like it, don't play.

PA Luck for Life needs to jump up to at least $5000 a month for life...They already have a scratcher that pays better for life

This will say a lot about the games popularity. It may've been just been struggling because it was competing with Powerball (as well as the daily games). But if sales don't improve this way, Lucky For Life will change, be replaced, or simply dropped with no replacement.
