			<description><![CDATA[<p>It&#x27;s just some reasonable number based on forcasted initial sales and the odds of hitting the jackpot.  Normally, the cash option value of the starting jackpot is higher than the actual amount in the prize pool for the jackpot for sales at that level.  They only start it at $10 million because odds are nobody will hit it.  Then they need apply only the minimum rollovers until sales can justify going beyond that.</p>]]></description>
