			<description><![CDATA[<p>How about this...  Say we were OK Lottery&#x27;s new director.  We have to build to lottery corp from scratch.  How would you do it?  First I would work to try to have scratch offs on sale by October 1st.  I would have a $1 ticket, $2 ticket, and $5 ticket on sale on the first day.  Pending on sales which look to be strong in OK.  (A little help from Arkansas) I would start pick 3 in late November with drawings every night.
