The top prize amount is based on the amount of each State contribution and their sales didn't increase because California joined the group. Each State still has to pay all the lower prizes out of their own ticket sales and I doubt that they are contributing more to the jackpot than they did before. the top prize doesn't seem to be increasing that much faster. must be that the odds of hitting the second prize in relation to the size of the prize, i.e., the expected payout, is better than before California joined.
