			<description><![CDATA[<p>I tend to agree.  Back in the days before Lotto was legal and the syndicates owned all the numbers games there was a simple, clear-cut set of rules that everyone knew.  Worked fairly well and didn&#x27;t involve lawyers or rocket scientists.  They paid off through your bookie if you won.  If your bookie didn&#x27;t pay you, or if you didn&#x27;t pay him, it began with a friendly broken arm or shattered kneecap.
