I tend to agree. Back in the days before Lotto was legal and the syndicates owned all the numbers games there was a simple, clear-cut set of rules that everyone knew. Worked fairly well and didn't involve lawyers or rocket scientists. They paid off through your bookie if you won. If your bookie didn't pay you, or if you didn't pay him, it began with a friendly broken arm or shattered kneecap.
