I didn't want to make a different game. I wanted to make a lower priced version of Powerball, with more going to lower tier prizes.

I would suggest having 5 numbers and a PB to win the jackpot. I would consider having a 6th WB as a bonus ball not related to win a jackpot. How's about this idea for a Powerball Add-On Game? I got the idea from the provincial 6/49s in Canada, and how they market it as a add-on to the national 6/49. But unlike other add-ons, this can be played alone. This format is based on the future 55+42, and is estimated to pay about 50%.
