			<description><![CDATA[<p>They definitely research some of the implications of lotteries... such as how much revenue they generate.  I&#x27;m betting each lottery has a researcher who keeps careful track of how much each of their games generate, what potential games are generating better money elsewhere and the implications of the fact they don&#x27;t have those games, but the adjoining state does.Probably what you &#x27;feel&#x27; is correct in one sense or another, but your point&#x27;s a bit elusive.Jack</p>]]></description>

			<description><![CDATA[<p>Well of course they do it to raise money. It&#x27;s called a  voluntary tax . They never have said otherwise (unless you believe their commercials, and one should never believe a commercial) The govt never does something like this unless they get their payoff. If they weren&#x27;t making money, they would discontinue the games. Look man what lottery commission? Are you talking about some kind of national lottery commission or something? Each state that wishes to start a lottery does the research as to what is going to keep the people of that state interested in playing the game they do bring to their state.
