As far as I know, All zip codes in Cali do start w/a 9. I just addressed the area codes that start w/a 9 also since it was a part of B.A.'s statement.

In San Diego County ALL zip codes start with a 9. I thought all of California started with a 9.

I live in California and my zip 90706. The only area codes in Cali that start with a 9 are 949 (Orange County), 951 (Riverside County), 916 (Sacramento County), and 925 (Contra Costa). These are all that I know of.
