I don't think any of these states will ever have a lottery. But If I had to choose 1 I'de go with Arkansas since just about every state around it has a lottery. Who knows if Tennessee could finally get a lottery, Alabama may have a chance. Besides a lot of large companies are producing in Alabama and bringing in more jobs and money.

Having lived there also I found Hawaii to be the most racist state, far more than the south. Also politics there is close to Lousiana so you'll be waiting a long time to see a lottery there. Too many seem to hate whitey and hate the US. If lotteries seem like it's a good tax stream in the 48 then Hawaii would appose it just on principle.

People play the lottery so they can move to Hawaii. Why would Hawaii need a lottery? If you live in Hawaii, you are already in paradise - atleast that what it says on the travel channel. The lottery has no chance in paradise. If you lived in Hawaii, what would you goal be, to buy a duplex in Trenton

They may now see a lottery as both quick and sustained assistance for boosting tax revenues crippled by natural disaster. Object lesson ... the lottery has served Florida well for a number of years so why not follow their example.

Utah won't have one due to the Mormon influence. Nevada doesn't need one, as it will only compete against the dollars available for casino gambling. Mississippi, Ak and AL are poor states (in percapita income) and their govts won't want that influence. WY and Alaska don't have enough population to support a lottery. THat leaves Hawaii.

My vote would be for Arkansas. I think Arkansas is more likely only because they're not in the Gulf Coast, but inland assuming a hurricane at a coast line in Texas would then become a low pressure/tropical depression when it hits Arkansas.

I'm surprised Nevada doesn't either. I would say either NV or Mississippi-they have lots of gambling boats so that could be a possibility. I think Utah is probably least likely to have one-if I am correct, a large population of UT are Mormon and gambling is against their beliefs. Maybe that is why they don't have Powerball...
