Because only the excess that would have gone into the jackpot rolls down. The jackpot simply remains at $2,000,000 and remains there until won.

I understand that this is a type of winfall game. Jackpot reaches $2,000,000 and the money rolls down to lower tier prizes if the jackpot wasn't won. My question is why do they usually have two rolldowns in a row? It seems like everytime they have a $2,000,000 jackpot they have two of them in a row. Can anyone help me out? Thanks!Brad
