I have won small US jackpots. As a non-US resident, 34% was withheld in taxes - 30% federal and 4%state (Michigan). I filed a US tax return and received a Federal tax refund on some of the tax. I was not able to receive any of the state tax back. The state tax is not refunded regardless on how large the losses were for the year.

I remember a case a few years ago, an American, he was in the military stationed in the UK, won a large amount, I don't remember how much. But, the funny part, according to the UK media, was that he was required to pay US taxes on his win. All lottery prize money is totally tax free in the UK.

If a tourist wins the PB or any other lottery, he has the same responsibilities as any other winner to file a claim in the state of purchase and pay any local and federal taxes. You can check the PB website for a more clear explanation.
