			<description><![CDATA[<p>Is there a list somewhere of lottery states (and multi-state lottery agencies) that allow winners to claim their winnings via a  blind trust?   I know Ohio and Washington do while Virginia and Oregon do not.  But, I don&#x27;t know about other states/agencies.</p>]]></description>
