Maryland has the same thing on the $20.00 scratch off. The second chance is extended to Maryland residents only and is a mail-in entry.

The tickets have a place on the back to fill out your name and address then all you have to do is put a stamp on it and mail it like a post card.

I think that is ridiculous, but most likely it's legal. Sometimes it's best to check the rules before playing a game.

There is one way you might get around it. Got to a mail center in Georgia, like a UPS Store or something like that, rent a box, and use that address for your entry. Those addresses are street addresses with a number on the end of them, so it won't raise a red flag like a P.O. Box would. The only downside to that is if they verify residence upon claiming the prize.

I would like to see SC have a second chance drawing and send the proceeds to the highway department and get the Interstate Highways in the state up to standard.

Worst highways in the SE, hands down.

Anyone can enter the second chance drawings in NJ. I've done done a few times, and I live in Pennsylvania.

I think New York and New Jersey have the same rule for their 2nd chance. Nothing new here. Peronally, I like the idea of keeping the winners limited to New Jersey. Increases my odds, and those of my neighbors.

Ok they have a new ($10) Scratch off out right. I think it's $300 million gold rush or something. Well anyway. There is a 2nd chance drawing; however, you have to sign up for it online. Well I go to sign up and you can only be a GEORGIA resident to have a 2nd chance. This is unfair to those loyal customers that cross the border to buy tickets.
