OK, whay if any given lottery was doing something like that as a marketing test.

I'm sure of a state was to offer let's say a 6/75 lottery and no one bought any tickets, they would rethink that. By the same token, as long as people say they'll play no matter what, the matrixes probably will keep increasing.
