They care more about making more money, and fleecing the already poor out of their pocket change, and better yet their rent money. No skin off their backs. If the state invests the cash value of the prize in an annuity that pays 6%, and they can satisfy the annual prize payment using only 4%, the state makes and keeps the extra 2% of the interest generated. I will take $3,000 a month for life over 1,000 powerball losses any day.  Also we are a small group among a vast majority of  whim gamblers,  and I doubt we would even make a dent.
