			<description><![CDATA[<p>Unfortunately, the thing we all hail with Delaware (anonymous winners) is the very thing that made us not trust the results of the last old Delaware Lotto drawing. All I can say is that the only game I buy in Delaware right now is Powerball. Despite having anonymous winners for Powerball too, this is a small state and eventually it gets out at the very least where the winner is (ie: when 33 people from a factory in Seaford split the jackpot, the names were never published but eventually you had</p>]]></description>

			<description><![CDATA[<p>I stopped playing Delaware&#x27;s lotto games because I became convinced and still AM that they are RIGGED. (You listening Del. Lotto Execs and Legislators????)<br /><br />Why?<br /><br />The drawings are computer driven.<br /><br />I am convinced that the computer searches the combinations bought and is programmed to choose other numbers that don&#x27;t win.<br /><br />The old lotto game  suddenly  had a winner the very last drawing before the new present game began. It is not surprising that the accounting firm supports whatever position the lottery takes on their drawings. 			<description><![CDATA[<p>Well, although DE has brought up the notion of switching back to a ball machine, DE uses an RNG to draw its numbers.  As we have noticed with other states, these computers can easily be manipulated.  It&#x27;s basically similar programming as the programming used to design an RNG in a TI-83 calculator.</p>]]></description>
