Permutations can mean wheeling as we know it.

Permutations can also mean making up lines of numbers from a larger list of numbers until you are satisfied or reach your budget without a hard guarantee such as we expect from wheeling.

A permutation is one possible combination of a set of numbers. Using permutations would be a highly inefficient means of winning (i.e. paying for all possible combinations). Even controlling for combinations which are in essence, equal (e.g. 1,2,3,4,5 and 5,3,4,2,1 in some games), the sheer amount of combinations presented is prohibitive.

Predicting the lottery involves picking the permutation; it's how to get there that's the holy grail.
