if i was to start an online lottery, like a pick5, pick6 or pick7 i would make it where whatever the winner wins, is guaranteed for life. Here in Ga there is a game called: "win for life" where if you win, you win 1,000 a week for life. That's what i will do with an online lottery and a game like pick5/6/7..

I do not think it is to legal as they have been arresting bookies for years.

As far as gamblin goes they just raided a place down in Mount Pleasant S.C. where they had a table goin. They took the cash and booked the players.

If you are going to create a private lotto, pick3/pick4 (perhaps making the range to be from 0-6, etc)to be better than the state for it to prosper you MUST make the pick4 box payout something like 20 or 25 dollars. Questions of 'fair', 'right and wrong', et al., don't much come into laws and law enforcement. If the law's there it can be enforced, and it will be enforced if the prosecutor finds it to his advantage to enforce it.

Charity organisations aren't actually 'exempt' in most states. It's just they get the blind side of justice turned on them.... no prosecutor wants to go into a courtroom holding papers accusing the Baptist, Catholic, or whatnot, church of violating criminal statutes.

They can't ask jurors what religion they prefer, so there's a good chance one of them is dyed in the wool against finding for the prosecution.

It's illegal to hold any type of lottery or raffle unless you are a registered charity. I'm sure some people try to get away with it and get caught. That's also why contests have to advertise No Purchase Necessary so everyone can have an equal chance of winning without spending money. Then it's not considered gambling.... [ More ]

The tribes evidently believe it's illegal for them to operate lotteries on tribal lands. One tribe gave some thought to trying a tribal owned offshore operation similar to what some one suggested on the thread. They concluded it would be a good path into a Federal correctional institution, even when done under the illusion of tribal sovereignty, which was the tunnel tribal casinos crawled through to come into being.

The Pick 3 itself is almost an exact copy of the old numbers game, the states copied that from AHEM guys like AHEM Tony Soprano, who had copied it from the ghettos.

And yeah, it's illegal to create your own.

Lotteries are illegal by Federal law. States to have a lottery have to amend their own constitutions or pass legislation to enable them to have a STATE lottery. Any private lottery is illegal.

If the 0 is eliminated the odds would be 1:729 instead of 1:1000 for pick 3. It would be a loosing propostion to offer $900 as a payout. A 90% payout would be $656 for a game without a zero.

Yes it would either be a pick 3/4 lottery that is run by a private casino that is not based on any of the States lottery results. Or they could just discount combinations that have the digit 0 in them , and the player can get credit for the next draw until a combination is drawn that doesn't contain that 0 digit.

If you got a pick 3/4 lottery that pays a fair payout with fair odds, you only have to have 1 draw per day. Theres a fortune to be made because people are no longer satisfied playing the state lotteries for low payouts and as I said those lotteries are too hard for most people to win. If people could actually win more often they would be even more willing to play more often.

The secret is to make a pick 3/4 lottery that is EASIER to win than the state lotteries or Increase the payouts

yeah me too, i wish casino would start up on this. Like they could have one that plays every night. But you see, i don't think is "healthy" (for lack of a better word) for casinos to create a pick 3/4 game that will play every so many minutes or so many hours....Unless is like a pick7 from 1 to 25... It would be legal I think if you moved it offshore to another country. You can base the headquarters overseas and bypass that law if I'm not mistaken. I thought Betslips was in the USA anybody know? You would have to get some legal advice it wouldnt be cheap. And you need some startup money and other people to go into business with you.

I dont know but the way to get more customers would be to offer a pick 3/4 game that is easier to win than the state's lotteries. They make players choose from 10 different digits in pick 3/4 lotteries, thats ridiculous. If you made a pick 3/4 lottery that the player only had to choose from 9 digits, that would get WAY more people playing your lottery. The games would be much more fair if they were not so difficult for the average person to win. They would still make a fortune.
