Question on Pick 3 + 2 -2

Sorry, I can't remember who posted the original post on this but someone put up a +2 -2 method for Pick 3 - just take the last draw and add 2 to the three didigts, and subtract 2, and play those two numbers.

When doulbes hit, adding 2 or minus 2 automatically gives you another doubles, and looking at past results (Illinois) I just don't see doubles hitting back to back too often.

Or am I missing something
