Because this poll is about the payout % for MM and PB. It's what makes NY Lotto a terrible game.

I chose can't guess but I think the answer might be no. Just a personal opinion, but I imagine most people pay more attention to the jackpot advertised than the payout. I meet people all the time who don't have a clue about 80% of the subjects we discuss on this board. They just see a billboard or a sign in a store and buy some QPs.

I voted no, but I'm hoping to be proved wrong eventually. How is it such a high jackpot can be advertised when winners get less than 50% whether they choose the cash or annuity options

Who knows. There are a lot of states who would be open to it, more generous states like MA and WV may very well embrace it. But there a lot of stingy states out there, and they would make such a proposition difficult.

And may ask how New York Lotto got into this

CASH Only, my vote is yes for the future. I hope MM and PB have payouts of at least 50%, but also their cash value is at least 50% of the current jackpot.

The prize pools for Big Game/Mega Millions and Powerball have always been 50% of sales. Will the competition between the two games mean a higher payout for either or both one day?

Remember that NY Lotto still pays out a maximum of 40%.
