CASH Only, I think NY Lotto has to increase the payout in the future. They're a rip off right now. They say 38-40% prize payout. It should be more like 45-50% payout.

Assuming NY keeps the payout at a ridiculously low 38%-40%, the next version of NY Lotto should IMO have lower jackpot potential with better lower tier prizes. Maybe go back to the 6/54 two-for-a-dollar, or the 6/51 game that was $1 a play.

Neighboring Connecticut has a 6/44 with three numbers paying $2. New Jersey's 6/49 has a $3 prize for matching three of six.

So is NY Lotto jackpots guaranteed or estimated when it rolls? Example: When the jackpot is 3 million.

It's sales. WA state also has very low rollovers usually only 200k or less. Plus NY has a low payout percentage anyways.
