New Hampshire is not the only HL state with a promotion in October. The DC Lottery will be giving out entries this month with a $3 purchase. I will be in DC on Wednesday the 18th, heading to Florida.

This could be another sign that Rhode Island might be joining HL. The New Hampshire Lottery would want to keep their Boston-area HL players from going to Rhode Island instead.
