			<description><![CDATA[<p>It&#x27;s interesting to know the percent of sales each states payout in prizes but what different does it make?  The games are designed to generate wealth for the states, not the players but they can be entertaining to play.  Pick3/4 games have similar payouts regardless of their state and scratch-offs varies depending the market they serve.  Unless you go on line which is legally questionable, you&#x27;re stucked with what ever your state offers. 			<description><![CDATA[<p>That article is referring to The Lottery Book, by Don Catlin.  It a pretty good book from the perspective that it gives an idea what to look for in choosing a game to play, but once you&#x27;ve chosen your games, it use diminshes a bit.</p>]]></description>
