			<description><![CDATA[<p>It&#x27;s not a  race  really, unless you mean a race to advertise a misleading value for the jackpot.   The MM cash value is higher.   Powerball&#x27;s graduated annuity makes it seem even bigger than it really is.<br /><br />It is still a slightly better bet to play Powerball, since Powerball gives you a little bit better odds of winning.<br /><br />It happens every once in a while that the jackpot is a little lower than advertised.   In this case it must have involved their rules about reserves.
