They're just not expecting as much out of the annuity. Powerball always starts by estimating the cash jackpot based on expected sales and then estimates the annuity based on expected interest rates. However, the first two cash pots were higher because Powerball has to guarantee an opening annuity jackpot of $15 million and their annuities have to increase by at least $5 million per roll, so if they're expecting a lower return they have to increase the guaranteed cash pots.

Another interesting tidbit - the last two-roll Powerball annuity jackpot was $29 million; however, that two-roll cash jackpot was also $13.2 million, as it is for this $27 million jackpot, so the true value of the prize did not decrease from the last run so far.

With interest rates stabilizing it may take Powerball a bit longer to hit an annuity record, since they won't be expecting as much from the annuity. Also, for the same reason, I think Powerball's annuity jackpots will not catch up to Mega's this run, like it did last month. Powerball's annuity jackpots are more sensitive to interest rate changes than Mega's because of the differences in the way the games structure them.
