That's little different (though I dislike the Free ticket thing more) than if you buy a dollar scratch off and the prize is $1.00. You win nothing, really. But when they say Free ticket they are only helping themselves, since they don't have to fork over the $1.00, and you have no option as to whether you want to take the dollar and spend it on another ticket or not. It's another way to take away your choices.

that's what I meant by chintzy, couldn't even scratch a winner when the prize was a free ticket

This is about the chintziest ticket I everplayed:

Illinois $1 Score 7's, top prize $500. Tic tac Doe format, line up three 7's anywhere.....

You also scratch to see what the prize is for that ticket...

So we scratch and get:

7 7 4

7 2 7

9 7 8

i.e, nada....

and the prize on that ticket was:

Prize

FREE

Ticket

Gee......
