Emily is correct. (of course, she's a very wise person!) She's a lot nice than I am, however, and I simply had to put my 2 cents in and comment that this is a very strange question for someone who just joined today. Anyway, of course it wouldn't be legal, even if it was somehow possible to collect the money. Stealing is never legal.

I just have a question, if someone has claimed the money on a scratch off at one place and someone else tried to cash it in at another place, would they be able to tell? Is it legal
