			<description><![CDATA[<p>www.sceducationlottery.com<br /><br />South Carolina has said they are  too small  for a classic lotto in-state game. South Carolina was to have joined Lotto South, but negotiations broke down at least in part because of the drawing days.<br /><br />I have no idea if this would be only South Carolina, or would include North Carolina. Maybe a joint Carolinas game would create sizable jackpots. But they should each be pursuing Hot Lotto instead.</p>]]></description>
