			<description><![CDATA[<p>In Delaware the lottery tickets are stamped with the word PROCESSED when a ticket is checked in a machine. Also, the machine prints a slip which they must staple to the ticket and keep for their records. Also, the self-checkers display the amount of a winner and have little monitors pointed towards the customer so they can see what the machine does (including how much balance a customer has). The machine also cheers when it processes a winner. 			<description><![CDATA[<p>It seems if the clerks make a honest mistake, the store is money ahead and if the clerk lies than the clerk can make some extra money and if the loser doesn&#x27;t complain every body is happy.<br /><br />In Ohio, when ever I&#x27;ve had a winning ticket a receipt was printed out with instructions for the clerk to pay me a certain amount.
